Echoing the theme, “Celebrating the ASCian Spirit: Empowering Minds, Championing Innovations, and Transforming Communities,” the Apayao State College marked its 26th Charter Day, which took place at ASC – Luna Campus on March 8.

As a symbolic gesture of gratitude, unity, reflection, and celebration for the ASC community, a thanksgiving mass was officiated by Fr. Froilan Pangda after a three-hour grand motorcade in the towns of Abulug and Pamplona both in Cagayan Province and in Luna and Pudtol towns in the Province of  Apayao.

Dr. Rema B. Ocampo, the Campus Academic Dean of ASC-Luna Campus expressed gratitude to everyone who cooperated, supported, and, most importantly, was instrumental in heartening the institution’s name. “Let us continue to work hand in hand as we strive for excellence and progress within our community,” she said.

Dr. Nobleza C. Sadao, the College and Board Secretary, read Republic Act No. 8563. This law contains how the Apayao Institute of Science and Technology was converted into a chartered state college in February 1998. “It is but proper and fitting to witness every Charter Day for us to be reminded that his visions and dreams came into reality by planting the seed of higher education right at our doorstep,” referring to the late Hon. Elias K. Bulut, Sr., the author of RA 8563 and the founding father of Apayao.

ASC President John N. Cabansag highlighted the notable achievements of the College in each of its fourfold functions in his State of the College Address.

“These works remind us that we are not only the Apayao State College, but we are also the Apayao State College with a mission to nurture and develop nation builders equipped with internationally competitive innovations which can transform society for sustainable development,” he expressed. He also quoted with the sayings of Martin Luther King Jr., “Higher education is indispensable to national progress.”

One of the highlights of the event was the oath-taking ceremony for the newly promoted and appointed faculty members which was administered by the College President. There are 44 reclassified faculty members, 35 newly appointed instructors, 10 casual appointees, and 9 contractual appointees.

Namely, Dr. Mirasol Agpuldo, Dr. Randy Cabilatazan, Constancio Maslang Jr., Leilani Parugrug, Dr.  Ruth Tumaneng, Imelda Taguiam as Associate Professors V. Dr.  Leandro Alla, Luningning Aribbay, Sonia Belarde, Zenaida Cruz, Annie Daet, Maribel Enriquez, Magilyn Racacho as Associate Professors IV. Paul Dagusen, Jonathan Bien Domingo, Dr. Rowena Gasmeňa, Dr. Mary Anne Umayam, and Dr. Menardo Villanuaeva as Associate Professors III. Agusta Dangiwan, Raymond Garcia, Dr. Angelyn Ladera, and Gemma Sibal as Associate Professors II. Evelyn Alvarez, Geronimo Digma, Melanie Vidad as Associate Professors I. Rey Carl Arimas, Quennie Berbano, Lorna Caraang, May-Ann Galande, Lloyd Mark Razalan as Assistant Professors IV. Nellievil Batay-an, Catherine Bangayan, Dr. Marvelyn Ignacio, and Jerry Mohay as Assistant Professors III. Kriselle Donna Baletbet, Lea Balingit, Dr. Decy Derecho, Elias Edan, and Marfred Sanchez as Assistant Professors II. Kenneth Amangao, Joan Angagan, Jayjun Dubla, and Mc-Ornoc Lamao as Assistant Professors I. Divina Cruz as Instructor III. The said professors and instructors are the reclassified faculty members.

The following names make up the 35 newly appointed instructors, namely Daiann Martinez of Bachelor of Science in Business Administration, Charlie Hidalgo of BS in Criminology, Wreyloyd Manzano of BS in Information Technology, Krystal Kittong, Arlene Joy Llantada, Roxanne Sibayan of BSEd major in English, Marilyn Basa, Kryzzle Tritz Dangel of BSEd major in Social Science, Shela Ramos, Eric Supanga of BSEd major in Mathematics, Lea Bayaua, Cherry Enriquez, Jaylord Guillermo of Bachelor of Physical Education, Mark Neil Galut, Precious Tamacay of Bachelor of Elementary Education, Marites Garillo of BS in Agriculture major in Social Science, Shariff Eboy of BS in Tourism, Arianne Neville San Mateo of BS in Hospitality Management, and Pearl Jane Quinto of Bachelor of Technical-Vocational Teacher Education, Norman Sarac of BS in Industrial Technology, Dexter Butel, Jay Kim Magpia of BS in Business Administration,  Eugenia Bagyon, Arnold Francisco of BS in Civil Engineering, Richmond Reyes of BS in Criminology, Darwin Raralio of BS in Information Technology, Judel Tabason of Bachelor of Physical Education, Percival Corpuz of BS in Agriculture major in Crop Science, Dennmark Centeno,  Norbert Ralustian, John Alvin Concepcion of BS in Agriculture major in Animal Science, Ryan Gabit, Olivia  Tomas of BS in Forestry, Normalina Usita of BS in Hospitality Management, and Kurt Chester Baddo of BS in Agricultural and Biosystems Engineering. 

For the 10 casual appointees, Ruthlyn Basta as Administrative Assistant II, Milcky Grace  Dulce as Administrative Aide IV, Claudine Francisco as Librarian I, Rhyn Guib-awen and Kerwin Marc Paculan as Engineer I, Eyk Van Erickson Guillermo as Architect I, Wresler Pascua as Administrative Assistant III, Zalivia Razalan as Administrative Aide III, Roderick Torrado as Computer Operator, and David Valenzuela as Administrative Assistant III. Each casual appointees are designated to concerned offices.

Moreover, for the 9 contractual appointees, Robert Aloag, Rolphy Calimuhayan, Fernando  Canapi, Milnar Duriguez, Mark John Lumabao, Van Jason Ramento, Dan George Reyes, Gilbert Taguiam, and Willard Uangag as Driver II.

In recognition of their dedicated and long-term service to the College, the following employees received loyalty awards, namely Peferto Cabalquinto (College Librarian I) and Dr. Mary Anne Umayam (Associate Professor III) for 10 years of service, Eunice Aloag (Nurse I), Satur Bangyad (Agriculturist II), Engr. Brent Begay (Associate Professor IV), Yolanda Dalingay (Nurse II), Dr. Agustina Pattung (Professor IV), and Imelda Taguiam (Associate Professor V) for 15 years of service, Luningning Aribbay (Associate Professor IV), Dr. Reymarie Caban (Professor I) for 25 years of service, and Gemma Sibal (Associate Professor II) for 30 years of service.

Other celebratory events include the Cheers and Yell competition and Laro ng Lahi which were participated in by students, teaching, and non-teaching personnel alike.  The Bachelor of Science (BS) in Forestry and Bachelor of Science in Business Administration earned victory in championing the cheers and yells competition. Meanwhile, in the Laro ng Lahi facilitated by the BS in Physical Education (2nd year), the BS in Forestry and BS in Agriculture emerged as winners in Tablakad and Tug of War, respectively.

Also part of the Charter Day was the general assembly of the faculty and non-teaching associations to discuss matters relevant to the organization’s interests and welfare.
