The proposed ASC Land Use Development and Infrastructure Plan (LUDIP) is making constant progress following the recent conduct of an on-site evaluation and validation facilitated by the Infrastructure and Development Unit and the Planning Unit on September 13-14, 2023.
President John N. Cabansag and other College officials welcomed the Regional LUDIP Evaluation Committee spearheaded by CHEd-CAR with members composed of DENR, DPWH, and DBM for a site visit of ASC’s campuses in Luna and Conner including its expansion sites.
The drafting of the LUDIP that started in March 2022 is in compliance with Republic Act 11396 or the “SUCs Land Use Development and Infrastructure Plan (LUDIP) Act”, requiring all state universities and colleges to submit their respective development and infrastructure plans to ensure proper management of land resources. It said in the law that no new infrastructure project shall be approved and implemented unless the LUDIP has been implemented and submitted to CHEd.
In addition, CHEd Memorandum Order No. 11, series of 2020 Implementing Rules and Regulations of RA 11396 mandates the construction of dormitories for students and housing sites for employees which is a priority of ASC to address the growing employee and student population.
In the enhanced ASC LUDIP presented by the Infra Director Engr. Brent Begay, detailed geographical description, inventory of all existing buildings, and other infrastructure, campus physical development plan strategies, planning & designing guide, proposed site development plan, campus master development plan & investment program, infrastructure, and fund requirement, are included with a total investment of over one billion pesos.
Engr. Abraham Os-osa of CHEd emphasized that the comments and recommendations made by the evaluation committee are crucial in the process of preparation and submission for approval of the proposed LUDIP by the ASC Governing Board.
Among the inputs mentioned by the experts for inclusion in the LUDIP content were inflation cost, rainwater harvesting facilities, environmental compliances, green building concept, installation of ramps for PWDs, GAD-friendly facilities, additional buildings (museum, alumni, dormitory), sex aggregation of students and personnel, logistics for smart campus, and awards received by ASC in the past years.
Pres. Cabansag acknowledged the presence and efforts of all involved including government agencies and instrumentalities in the preparation of the LUDIP as ASC has started the process of complying with stringent requirements for the grant of a university status. Having heard and recapped the inputs of the evaluation committee, he underscored that the biggest room in the world is the room for improvement.
“We will seriously integrate all these with the help of ASC officials, employees, students, and the community as well”, he stressed.
The members of the evaluation committee were Menzie Kuengan (CHEd-CAR), Engr. Abraham Os-Osa (CHEd-CAR), Bernadette Pal-ec (CHEd-CAR), Elmo Sampaga (CHEd-CAR), Diana Belen (CHEd-CAR), Engr. Simeon Micklay (DENR-CAR), Vilma Talamayan (DPWH-CAR), Engr. Randy Danga (DPWH-Apayao 1), and Lourdes Gamueda (DBM-CAR).
