Quezon City, December 12, 2025 — Marking a new chapter in its governance history, Apayao State College (ASC) successfully held its 101st Board of Trustees (BOT) Regular Meeting, presided over for the first time by its newly designated BOT Chair, Dr. Ricmar P. Aquino. The meeting convened at 1:00 p.m. at the CHED Auditorium, CHED Central Office, Quezon City, with the full attendance of ASC Board members.
Under Dr. Aquino’s leadership, the Board tackled a robust agenda designed to strengthen the college’s operations and advance its major thrusts, particularly in good governance, internationalization, and institutional development. The Board deliberated and approved the FY 2026 Program of Receipts and Expenditures (PRE) together with the corresponding Annual Procurement Plan, as well as requests for modifications of expense items to ensure more responsive and strategic resource allocation.
Also approved were permanent appointments for positions with Salary Grade 18 and above under the Regular Organizational Structure and Staffing (ROSS), several Memoranda of Agreement (MOAs), the updated Merit Selection Plan, and policies on the Program on Awards and Incentives for Service Excellence (PRAISE). The College’s Strategic Internationalization Plan (SIP) likewise earned the Board’s nod, reinforcing ASC’s commitment to global engagement and competitiveness.
In support of infrastructure development, the Board granted approval for the award of contracts for infrastructure projects amounting to Php 60 million and above. The Board also endorsed the request for the grant of the Collective Negotiation Agreement (CNA) Incentive to ASC personnel for Calendar Year 2025, affirming its recognition of employee welfare and performance.
Dr. Aquino, setting a confident tone from the outset, shared, “This 101st meeting marks not just a number, but a bold step forward. With these approvals, we’re fortifying ASC’s foundation for sustainable growth, global competitiveness, and unwavering excellence in service to our students and communities.”
ASC President Dr. John N. The meeting proceeded smoothly and efficiently, with all items on the agenda duly approved.
