In celebration of the 125th Philippine Civil Service Anniversary (PCSA), Cluster IV agencies, including Apayao State College, launched Project PAKKAL (Programang Alay sa Kalusugan at Kalakasan Para sa Lahat) — a provincial nutrition convergence program — on September 19 at Badduat Gymnasium, Kabugao, Apayao.
The activity is in accordance with Memorandum Order No. 222, Series of 2025, issued by the Office of the Governor on September 12, 2025, directing Provincial Nutrition Council members, Technical Working Groups (TWGs), partner agencies, and other stakeholders to conduct outreach in their respective assigned communities.
The Cluster IV agencies were assigned to the Kabugao communities of Badduat, Karagawan, Luttuacan, and Lenneng — areas identified as having significant numbers of malnourished children under five years old. Through Project PAKKAL, the provincial government aims to address the challenge of malnutrition through coordinated and sustainable interventions.
The Provincial Health Office (PHO), serving as the lead implementing unit, underscored the importance of collective action among government agencies and local stakeholders.
Two Cluster IV meetings were conducted at ASC, facilitated by HRMO Herminia L. Danao, to discuss matters related to the project launching. During the event, she also served as the program emcee for the Project PAKKAL launch.
