A significant milestone was reached with the signing of a Memorandum of Agreement between the National Commission on Indigenous People (NCIP)-Apayao and the Apayao State College following the presentation of a 5-Year Project Plan titled,” Apayao’s Tapestry: Cultural and Science Exploration of Its Threads and Echoes,” by Dr. Ruth A. Tumaneng, the Apayao Center for Historical and Cultural Studies (ACHACS) Coordinator during the consultation meeting.

Representing NCIP during the MOA signing were Provincial Director Genesis P. Quiblado and ASC President Dr. John N. Cabansag.

With ACHACS’s 5 -year project proposal, Mr. Quiblado highlighted NCIP’s commitment specifically in facilitating Free Prior Informed Consent (FPIC). Furthermore, representatives from the Provincial Tourism Office and the IPMR articulated their collective enthusiasm and dedication to the successful implementation of the initiative.

The consultation meeting held on September 25, 2024, was aimed at fostering engagement with stakeholders and deepening awareness of the essential role of ACHACS in the preservation of Apayao’s rich cultural heritage.

Witnessing this significant undertaking were Dr. Ronald Ocampo, Vice President for Academics, Research Development, and Extension Services; Dr. Maria Christina Z. Manicad, Director for Research and Special Projects; Provincial Tourism Office staff, representatives of Municipal Mayors; Municipal Indigenous Peoples Mandatory Representatives (IPMR) of Lower Apayao; identified stakeholders; faculty researchers; and program chairpersons from ASC.
