Apayao State College (ASC) formally signed a Memorandum of Agreement (MOA) with partners in agriculture, education, and community development on March 21 at the EKB Auditorium, ASC-Luna Campus.

The agreement solidifies ASC’s collaboration with the Unified Farmers Association of Pudtol (UFAP), led by President Moises Aguinaldo; Cagandugan East and West Elementary Schools, represented by School Head Dr. Norlie V. Alvior; Barangay Cagandugan, under the leadership of Brgy. Captain Jerry Vitos; Mang Juan’s Integrated Farm, headed by Ms. Liezel Labuebla; and farmer cooperators including Mr. Gerald D. Pully, Mr. Lito Gamutlong, Mr. Ernesto Juan Sr., and Mr. Nenoy Calves, specifically on moriculture (mulberry production) and sericulture (silk worm production) project.

Dr. Mirasol Agpuldo, Director for Extension & KTM, highlighted the objectives of the MOA signing, which include enhancing skills through training programs and workshops, aligning with key Sustainable Development Goals (SDGs)—specifically Goal 1 (No Poverty), Goal 2 (Zero Hunger), Goal 4 (Quality Education), Goal 13 (Climate Action), Goal 15 (Life on Land), and Goal 17 (Partnerships for the Goals)—improving access to technology and resources for educators and farmers, and promoting inclusive learning for underserved communities.

Through this partnership, ASC and the UFAP will unfold initiatives on livelihood skills training, enterprise development, sustainable agriculture, environmental conservation, good governance, and financial literacy, driving economic growth while ensuring environmental sustainability.

In the education sector, ASC is collaborating with Cagandugan East and West Elementary Schools to support continuing education: literacy and numeracy training, skills development, sustainable agriculture, environmental conservation, financial literacy, and disaster risk management.

For community development, ASC and Barangay Cagandugan will work together on projects designed to empower residents and improve socio-economic conditions.

The partnership with Mang Juan’s Integrated Farm will focus on livelihood skills training, enterprise development, environmental sustainability, ethical leadership, and financial literacy.

Meanwhile, ASC and farmer cooperators will collaborate to excericse practices that enhance agricultural productivity and resilience in moriculture and sericulture, as provided by the ASC.

Facilitated by Extension Unit, present at the event were partners’ party; Mr. Matthew Binuclod, Provincial Coordinator-Sustainable Livelihood Program of DSWD-Swan, Apayao; and identified program chairpersons of ASC-Luna Campus.

Dr. Ronald O. Ocampo, Vice President for Academics, Research & Development, and Extension Services mentioned the leveraging of combined expertise between an academe and agricultural landscape. “Through the expertise and resources from both the academic and agricultural sectors, we aim to empower our farmers, enhance local farming initiatives, and contribute to the holistic growth of our communities,” he said.

Similarly, Dr. Rema Bascos-Ocampo, Luna Campus Academic Dean, underscored the importance of collective action, calling for stronger collaboration among stakeholders to drive meaningful and lasting change in the community.
