The Apayao State College (ASC), the province’s lone Higher Education Institution (HEI), – envisions being an innovation-driven HEI in the Asia-Pacific region pursuing excellence in instruction, biodiversity conservation and protection, pioneering research, and community empowerment.
In undertaking its vision, the college commits to nurturing and developing nation builders in critical fields towards producing graduates equipped with internationally competitive innovations that can transform society for sustainable development.
Therefore, ASC ensures that its current curriculum is responsive to challenges and needs in the local and international context, faculty members are skilled in their respective specializations, its policy environment supports innovation and excellence, there is strong participation in research as a venue for innovations, and the evident presence modern facilities for instruction, research, extension programs, and production.
The college, though thus far relatively young, will continuously persevere and charge forward in exploring and expanding its horizons across its four-fold functions with Agile, Sustainability & Commitment to Diversity, Equity, Inclusion, Excellence, and Innovation, hence keeping up with the uncertainties and the tremendous change in the dynamics of the education landscape.
Dr. John N. Cabansag is the 5th President of Apayao State College. He was elected by a majority vote of the ASC Board of Trustees in a BOT meeting held on June 24, 2022, and took his Oath of Office with Dr. Marita R. Canapi, CHED Commissioner and Chair of ASC Board of Trustees as Inducting Officer and witnessed by the other members of the ASC Board of Trustees. Previously, he was the former Vice President for Planning, MIS, External Linkages, Public Relations and Resource Generation, and Management of Isabela State University System. He earned two doctorate degrees, one in Ph.D. Language Education (academic excellence awardee) at Saint Louis University, Baguio City, and the second is Ph.D. in Institutional Development and Management at Isabela State University. He also finished the Executive Master’s degree in Public Safety Administration on full scholarship from the Philippine Public Safety College, Quezon City and was awarded Best in Policy Paper and Jose P. Rizal Academic Excellence as the Class Salutatorian- MPSA Executive Class 2020-18, Post Graduate Diploma in General Management and Executive Course in Disaster Risk and Crisis Management at Asian Institute of Management, Makati City, Master of Arts in Teaching English from Isabela State University, Juris Doctor at the University of La Salette, Santiago City, and Bachelor of Arts in English (Cum Laude), Isabela State University in 1993.
He rose from the ranks from Instructor to his current position as Professor VI. He also served various teaching and administrative positions as Dean in three colleges (College of Arts and Sciences, College of Education, Central Graduate School), Director of Student Affairs and Services, Campus Director of Academic and Related Affairs, College Planning and Development Officer, Executive Assistant, Office of the University President, and Campus Executive Officer (Main Campus). He successfully initiated significant projects and participated in substantial university programs that revitalized the university’s planning, internationalization, public relations, and resource generation.
He performed significant roles in the university’s quest for its Philippine Quality Award, ISO certification, Times Higher Education (THE), World University Research Rankings for Innovation (WURI), UI GreenMetric World University Rankings and various academic program accreditations. With these experiences, he could be considered a champion in managing higher education institutions.
He also engaged in various engagements in the community as the Municipal Federation President of Parents Teachers Association of Tumauini, Isabela from 2018-2021, Auditor of the Provincial Federation of PTA in Isabela from 2018-2021, Vice President, Rotary Club of Abante Echague, and presently the President of the Ateneo Schools Parents Council (ASPAC), Ateneo De Manila University, Quezon City. He is an active extensionist, evaluator of research in the university and other SUCs in the region and he has published research in international journals and delivered papers at conferences in Language, Literature, Linguistics, Culture, Communications, and Management in the Philippines, Thailand, Cambodia, Indonesia, and Malaysia.
He is happily married to Dr. Marie Grace S. Cabansag, Professor VI and former Dean of Academics and Indigenous Peoples Education, Philippine Normal University-North Luzon Campus, Alicia, Isabela, and blessed with two children- John Vic Lesther, Licensed Pharmacist & BS Pharmacy (Magna Cum Laude) graduate at the University of Santo Tomas, Manila and Third Year Doctor of Medicine at St Luke’s Medical Center College of Medicine-WHQM and Shiela Marie, BS Biology (honors program) and Cum Laude graduate at Ateneo de Manila University, Quezon City. She is currently a First Year Doctor of Medicine at St. Luke’s Medical Center College of Medicine-WHM, Quezon City, Philippines.
