A total of 24 newly appointed and   promoted non-teaching ASC employees have pledged their commitment during the Oathtaking Ceremony on May 9,2023 held at EKB Auditorium, Luna Campus.

ASC President Dr. John N. Cabansag who administered the oath congratulated the newly appointed and promoted employees and inspired them to discharge their duties with utmost diligence.

“We are here for the sake of our students; let all our actions be for their welfare”, Dr. Cabansag urged them.

He further underscored being grateful because among those who are seeking decent jobs, they are blessed to get the plantilla position.

“Be very thankful for you are now gainfully employed and you deserve that item based on merit”, he further said.

Other College officials who came to witness the ceremonial signing were Dr. Angelito G. Renosa, Director for External Affairs and International Linkages, Dr.  Rey Carl V. Arimas, GAD Focal Person, For. Hannie T. Martin, Director for Planning & MIS, Mr. Reynaldo P. Gayo, OIC Budget Officer, and Don John N. Fronda, Socio-Cultural Coordinator.

The onboarding was conducted in the afternoon led by the Human Resource (HR) Office. Ms. Hannie Martin, Director for Planning & MIS, presented the Vision, Mission, Goals and Objectives of the College, Ms. Herminia L. Danao, HRMO III, for the presentation of College officials, and Ms. Marlina S. Cabilatazan (Administrative Officer IV) discussed on the Leave Administration.

Of the 24, 19 are new appointees and five (5)  are promoted with their offices & places of assignment,  namely: Junalyn B. Aquino (Administrative Aide VI-Records Unit Luna Campus), Kerwin John B. Bayaua  (Administrative Aide VI-Office of VP for Finance & Administration Services), Jenny Rose A. Parungao  (Administrative Aide VI-Cashier’s Office Luna Campus),  Elena B. Patao (Administrative Aide VI- HR Management Office Luna Campus), Jommer A. Tacuyan  (Administrative Aide VI-Budget Office Conner Campus), Milky A. Sagao  (Administrative Aide VI-Office of the College President Conner Campus), Kathreeza B. Castillo  (Administrative Assistant I- Office of the VP for Research Development & Extension Services), Julie Fe S. Soliven (Administrative Assistant II- HRMO Conner Campus), Jomel Benjamine E. Princesa ( Administrative Assistant III- Office of the College President/Luna Campus), Kasandra Marie A. Macabugao (Administrative Officer -Cashier Office/ Conner Campus), Zoe Thea A. Benito (Information Officer I-Information Unit/Conner Campus), Esteban I. Patting III (Planning Officer I-Planning Office/Conner Campus), Rheanel A. Dayag (Accountant I- Accounting Office/Conner Campus), Jules “Dumkat” P. Bangit (Board Secretary I-Office of the Board Secretary/ Conner Campus), Minerva A. Eslao (Legal Assistant III-Legal Unit / Conner Campus), Norlie M. Maac (Administrative Officer III-Records Office/Conner Campus), Rodel A. Tapuro (Administrative Officer III-Procurement Office/Luna Campus), and Grace A. Mappala (Accountant III-Accounting Office/Luna Campus).

Meanwhile, the five (5) promoted non-teaching employees are Marlina S. Cabilatazan (Administrative Officer IV-HRMO/Conner Campus, Devorah A. Molina (Administrative Officer III-Procurement Office /Conner Campus), Warner P. Follo (Information System Analyst I-Information System Unit/Conner Campus), Romy A. Rigates (Administrative Officer III-General Services Office /Luna Campus), and Noreen Joy O. Padeway (Administrative Officer I-Supply Office/Luna Campus).

The Recruitment, Selection and Placement Process for the 24 created positions pursuant to the Revised Organization and Staffing Standards (ROSS) authorized under National Budget Circular No. 589 started with a publication in the Civil Service Commission (CSC) Job Portal Bulletin of Vacant Positions in the Government from January 13 – 16, 2023.

The vacant positions that were then authorized to be filled, together with their corresponding qualification standards and plantilla item numbers were published and posted in three (3) conspicuous places in the College for a period of thirteen (13) days in accordance to Republic Act No. 7041 and its implementing guidelines.

At the onset, Dr. Cabansag thanked the Department of Budget and Management-CAR for the issuance of Notice of Organization, Staffing and Compensation Action (NOSCA) that covered the creation of 26 positions effective December 15, 2022.

The Human Resource Merit, Promotion and Selection Board chaired by Ms. Jemmarie S. Kotoken, Vice President for Administration and Finance Services led in the shortlisting, recruitment and selection process.

As of this writing, the interview and deliberation process of the two higher positions (Supervising Administrative Officer and Administrative Officer V) so as to complete the filling of 26 positions will have yet to be scheduled on June this year.
